KC Water is undertaking a green infrastructure project near E. 37th Street and Norton Avenue. The project will use green infrastructure with native plants to help our community manage stormwater the way nature intended by collecting, filtering, and absorbing rainwater where it falls. When complete, this project will help protect our community’s environment by capturing stormwater before it enters the combined sewer system, which will reduce the volume of sewer overflows into local waterways.

What's being done?

KC Water is designing this project to: 

• Separate the combined sewer system to reduce sewer overflows in the neighborhood.
• Divert stormwater runoff into green infrastructure with native plantings. 
• Provide walking and maintenance access 
• Manage stormwater from approximately 70 acres of impervious surfaces such as streets, roofs, and parking lots. These are also known as “green acres.” 

Why is Green Infrastructure part of this?

Green infrastructure helps our community manage stormwater the way nature intended by capturing and utilizing rainwater where it falls. It decreases the amount of water getting into our sewer system, improves water quality, and reduces flooding, pollution, and trash in our creeks, streams, and rivers. Green infrastructure is also a starting place for other important community improvements, including replacement of sidewalks, expanding the tree canopy, and creating new amenities that benefit your community. 

What's the timeline?

Design began in April 2024 and has gone through multiple phases to find the most cost-effective solution. Design will be complete in summer 2026, with phased construction planned to begin in fall 2026.

Who's doing the work?

KC Water is coordinating with other city departments to bring integrated public infrastructure investments to the project. KC Water will be assisted by its program manager, Burns & McDonnell.

The design is being led by CDM Smith. A construction contractor will be selected through the City's open-bid process in fall 2026. 

What's the contract amount?

The total investment for this project is $20,400,000.

Why are we doing this?

In 2010, the City of Kansas City, Missouri entered into a federal Consent Decree with the United States Environmental Protection Agency to reduce the volume of overflows from the City’s sewer system. KC Water’s Smart Sewer program is a 30-year effort to address this challenge. The 37th and Norton Green Infrastructure Project is one of more than 100 projects being implemented by the Smart Sewer program, and is required by the Consent Decree to be completed by December 31, 2026.
