High Rate Treatment: Blue River Wastewater Treatment Plant

The KC Water Blue River Wastewater Treatment Plant is Kansas City's largest wastewater facility. It treats nearly 75 million gallons of wastewater each day returning water to the Missouri River cleaner than when it was pulled from the river. But when it rains, millions more gallons from wet weather combined sewer overflows can overwhelm the plant. That's why KC Water wants to move forward with the High-Rate Treatment (HRT) facility project. HRT is a specialized system designed to rapidly treat large volumes of wastewater in a shorter amount of time. Traditional wastewater treatment can take up to 24 hours. HRT facilities can treat combined sewer overflow water in as little as 30 minutes during peak events.KCW_Blue River HRT map

Where is the plant located?

This project area is entirely within the boundaries of the existing wastewater treatment plant located at 7300 Hawthorne Road.

What’s being done?

This project will continue development of the design and provide assistance to the City to procure a progressive design-build contract for construction. The scope of the design phase services contract includes:

  • Conceptual design (10%) of the high-rate treatment facility.

  • Helping the City meet environmental requirements under a federal consent decree.

  • Providing expert guidance as the City selects a contractor to build the facility.

  • Assisting with applying for funding through the State Revolving Fund (SRF), which supports critical water infrastructure improvements.

What’s the timeline?

This phase of work is anticipated to begin fall 2025 and be completed by the end of 2026. 

Who’s doing the work?

KC Water will be assisted by its program manager, Burns & McDonnell, and its design professional, Carollo Engineers, Inc.

What’s the contract amount?

The budget for construction is $2,350,000.
